How do I videoconference

I sent an e-mail (very old fashioned I know), but thought I'd post this here as well.

How do I videoconference? I tried setting up a hotmail e-mail address, but there's something that blocks it on my network it said. (Based on the instructions for MSN Messenger, I think I have everything else - I temporarily stopped my popup blocker.) Any other suggestions?
